misappropriated amount to be to the tune of Rs 959 crore To ensure that the BMC is able to recover the losses it has incurred due to the shoddy work of 16 contractors civic chief Ajoy Mehta has issued directions to withhold the same amount as payments of pending and ongoing works until the submission of the second inquiry report The BMC had conducted two inquiries since the scam broke out one on 34 roads and the second on 200 roads The total value of the work on all roads was estimated to be at least Rs 1700 crore and as per the civic administration’s calculations the shoddy work amounts to more than 50 per cent of the cost “The likely estimate of the misappropriated amount is Rs 959 crore which will be withheld until the final outcome of the inquiry in order to protect the interest of the civic body” said Mehta As per recommendations made by the chief engineer of the roads department on November 16 which were approved by the civic chief it was proposed that Rs 959 crore would be withheld and adjusted against the various deposits and future payments to the contractual agencies While the 1000 page report of the inquiry on 200 odd roads was submitted a couple of months ago the final report which will include the quantum of criminal action against the contractors as well as other civic officials is yet to completed According to the BMC’s calculations while the losses incurred for the 34 roads inspected in the first inquiry is Rs 114 crore the amount for the 200 roads in the second inquiry is Rs 845 crore Senior civic officials stated that the civic chief’s order of withholding payments will not affect other contractors who were not named in the roads inquiry reports “Since the contractors who had been named in the first inquiry report were not blacklisted they were able to participate in the tendering process for new works Records show that the poor quality of the contractors’ work on 234 roads has amounted to a loss of Rs 959 crore Once we make all the payments to the contractors we will not be able to recover the amount and we will be stuck We thus stopped all further payments to the 16 contractors until the conclusion of the inquiry” said a
