“We want details on the allocation and management of funds The studio lights and computer lab need upgradation no basic stationery is provided to us and the stationery shop too is shut for eight months We have been told that our education tour promised during admissions will also not take place neither do we have an active placement cell” said a student of Bachelors in Applied Art Officiating Education visited the campus on Friday and we have explained the situation to them action needs to be taken by them and the Delhi government” He added that no department – except applied art headed by him – has a head and most people in the staff are on contractual basis with their contracts ending in December this year A 23-year-old fourth-year student in the painting department said students aren’t provided basic stationery “We need to be provided with basics but are told that is not available” he said adding that students also want the college to remain open till later hours beyond the current 5 pm “We can’t lug material to practice outside there are times when we need equipment and college premises to work in” he added The concerns are not new according to the alumnus “These issues have bothered students for several years now The authorities have been dominating” said Neeraj Rawal who completed his Bachelors in Sculpture from the college in 2012 He feels that the course too requires tweaking since not much has changed since the establishment of the institute in 1940s Artist and well-known printmaker Anupam Sud who taught at the college for over two decades and retired as sterilisation of stray animals Top News While the Pune Municipal Corporation (PMC) may claim that its Animal Birth Control programme is in place animal welfare volunteers have been complaining about how the programme which is implemented through sterilisation is not being conducted in the right manner On October 1 Saurabh Kalokhe filed a police complaint with the Chaturshringi police station alleging that a sterilised stray dog died due to negligence by a veterinarian Dr Vivek Manganale What what else is in the news According to the complaint the dog was picked up on September 26 After the surgery it was brought back from the Naidu Hospital pound on September 30 where the PMC sterilised the dog and left it from where it was picked up at Baner On October 1 it was found in a terrible condition with its intestines coming out and was taken to a private doctor where it died during treatment Sushma Date an animal welfare volunteer said “Over the past week animal welfare volunteers who help the PMC teams in catching dogs in their areas for sterilisation have been complaining of botched surgeries infections and failure to notch ears (which is done to indicate that the dog has been neutered) of the dogs released from the pound” Talking about the dog mentioned in Kalokhe Date said “Her surgical wound had opened up and her intestines were lying outside her abdomen Her intestine had ruptured in two places with the contents spilling out” Date mentioned a similar case where a dog was picked up and left after surgery within four days “When volunteers found her the next day she was looking dull and hence was taken to ResQ shelter in Bhugaon where she was found to have a temperature of 106 degrees It appears to be a case of septicemia probably due to unhygienic conditions at the PMC pound operation theater” she said Another female dog that was picked up from Karvenagar on September 14 and released on 17 suddenly died four days after her release Besides several male dogs have been returned with huge swellings in their scrotal areas — probably post-surgical scrotal hematomas Date added Surprisingly a male dog who was operated at the pound returned without a notch in his ear As per the ABC guidelines one of the ears has to be notched to indicate that the dog has been sterilised All the above cases were reported from Zone 1 which includes Aundh Baner Deccan Warje Karvenagar Sus and Pashan The ABC contract for Zone 1 has been given to the NGO SPCA (Nanded) whose veterinary surgeon is Dr Manganale Animal Wefare Officer Meher Mathrani said that the PMC Commissioner Kunal Kumar has been extremely supportive in revamping the sterilisation protocol after inadequacies were brought to his notice by her last month and is working closely with her on the project However the problem she added is due to several reasons the main one being fund shortage “The sterlisation amount — `550 per animal — includes the entire process of catching surgery post-op medication food and release This is completely irrational and inadequate and hence leads to compromising of quality of staff; hygiene and maintenance of operational and holding facilities; medicines; the care and safety procedures “There is a need to increase the budget atleast three to four fold” said Mathrani “Most complaints about stray dog population are received from the elected members of wards who want to appease their vote bank by getting rid of dogs in their areas The PMC attends these complaints but cannot respond positively as it’s a violation of law to relocate However relocation goes on illegally and this is also counter productive and slows down the ABC programme Stressing on the need of effective ABC programme to avoid man-animal conflicts Date added “A well-implemented ABC programme to reduce the stray dog population is the urgent need of the hour But it should not happen at the cost of the lives of the dogs” Just last week an FIR was registered against a man named Milind Kale for assaulting a mother-daughter duo for feeding puppies For all the latest Pune News download Indian Express App More Top NewsSix months on Grenfell fire survivors weep at London memorial 959 crore (Express Archive) Related News Following two rounds of inquiries into the roads scam which was unearthed in September last year the Brihanmumbai Municipal Corporation (BMC) has pegged the misappropriated amount to be to the tune of Rs 959 crore To ensure that the BMC is able to recover the losses it has incurred due to the shoddy work of 16 contractors civic chief Ajoy Mehta has issued directions to withhold the same amount as payments of pending and ongoing works until the submission of the second inquiry report The BMC had conducted two inquiries since the scam broke out one on 34 roads and the second on 200 roads The total value of the work on all roads was estimated to be at least Rs 1700 crore and as per the civic administration’s calculations the shoddy work amounts to more than 50 per cent of the cost “The likely estimate of the misappropriated amount is Rs 959 crore which will be withheld until the final outcome of the inquiry in order to protect the interest of the civic body” said Mehta As per recommendations made by the chief engineer of the roads department on November 16 which were approved by the civic chief it was proposed that Rs 959 crore would be withheld and adjusted against the various deposits and future payments to the contractual agencies While the 1000 page report of the inquiry on 200 odd roads was submitted a couple of months ago the final report which will include the quantum of criminal action against the contractors as well as other civic officials is yet to completed According to the BMC’s calculations while the losses incurred for the 34 roads inspected in the first inquiry is Rs 114 crore the amount for the 200 roads in the second inquiry is Rs 845 crore Senior civic officials stated that the civic chief’s order of withholding payments will not affect other contractors who were not named in the roads inquiry reports “Since the contractors who had been named in the first inquiry report were not blacklisted they were able to participate in the tendering process for new works Records show that the poor quality of the contractors’ work on 234 roads has amounted to a loss of Rs 959 crore Once we make all the payments to the contractors we will not be able to recover the amount and we will be stuck We thus stopped all further payments to the 16 contractors until the conclusion of the inquiry” said a senior official Corporators from various parties however pointed out that this move of withholding payments will provoke contractors to stop work on existing works and hold the city to ransom
